1. Call to order. Chanda Choun, President called the meeting to order at 6:10 PM. The meeting was held at Café Sazon, 4704 Columbia Pike, Arlington, VA.

1. Attendees introduced themselves.
2. Ms. Linda LeDuc proposed an amendment to the civic association bylaws. The two options for the amendment to Article III, Officers and Elections are as follows:
Option 1: To be eligible to be an officer of the Arlington Mill Civic Association, persons must own property and reside within the boundaries of the Arlington Mill neighborhood as specified in Article 1, Section 2. Arlington Mill renters are invited to participate in civic association committees.
Option 2: To be eligible to be an officer of the Arlington Mill Civic Association, persons must reside within the boundaries of the Arlington Mill neighborhood as specified in Article 1, Section 2. All residents of the Arlington Mill neighborhood are invited to participate in civic association committees.
a. The amendments were considered and discussed by attendees. Discussion indicated a preference to Option 2. Per the bylaws the amendment can be voted on and incorporated at the next meeting.
3. President Choun described efforts to get better streetlighting for the neighborhood via the County’s ArNAC program. Mr. Choun, Ms. Simon, and Mr. Davis have worked with County staff to determine the best locations for new streetlights. The program is ongoing, light installation in late 2024 or 2025.
4. Elections
a. President Choun noted that per the bylaws, elections for the President and Secretary are required.
b. Elections should also be held for Vice President/Program Director as the office is vacant.

i. Mr. Omari Davis was nominated for President. He accepted the nomination and described his background as related to Arlington Mill and ideas for the AMCA.
ii. The vote was taken by a show of hands. He was approved unanimously.
e. Vice President / Program Director
i. Mr. Chanda Choun was nominated for Vice President/Program Director. He accepted the nomination.
ii. The vote was taken by a show of hands. He was approved unanimously.
f. Secretary
i. Mr. Davis resigned from the office of Secretary. Mr. Steve Lovell was nominated for Secretary. He accepted the nomination.
ii. The vote was taken by a show of hands. He was approved unanimously.
g. Membership Coordinator
i. Ms. Noreen Quill remains the Membership Coordinator.
5. It was noted that a listing should be created and shared identifying committee and civic memberships held by AMCA members. For example, Ms. Quill is on the County’s Form Based Code (FBC) committee.
6. It was noted that the AMCA website should be available in English and Spanish.
7. It was recommended that any AMCA fliers be available in multiple languages in order to facilitate greater outreach.
8. President-elect Davis noted that meetings will be held on a bi-monthly basis.
9. President Choun adjourned the meeting.
