ARLINGTON MILL CIVIC ASSOCIATION
CONSTITUTION
ARTICLE 1 NAME, TERRITORY, PURPOSE, MEETINGS
Section 1 Arlington Mill Civic Association will be the name of this Association.
Section 2 The territorial limits of this Association will be:
Northern: 7th Road S.
Eastern: S. Arlington Mill Drive
Southern: Columbia Pike
Western: S. Carlin Springs Road
Section 3 The purpose of this Association will be to promote the welfare of the residents and
Community in the territory and in civic matter before Arlington County, Virginia.
Section 4 The Association will meet every other month, beginning with January 2003. Meetings will
be held on the third Tuesday of each month. Meeting dates may be changed due to
holiday schedules. Subcommittees may meet on the third Tuesday when regular
Association meetings are not held. Members will be notified of meetings using postal
mail, e-mail, telephone, or other means, at least five days in advance of all meetings. **
Section 5 Special meetings may be called by the President. Notification, specifying the purpose
of the meeting, shall be distributed to the Association members by means specified in
Section 4, at least five (5) days prior to the special Association meeting. **
ARTICLE II MEMBERSHIP
Section 1 Any person residing in or owning property within the territorial limits of the Association is
eligible for membership.
Section 2 Members who are 18 years or older are entitled to vote on any matter before the
Association.
Section 3 Members to the Association will be free. Costs related to any activity of the
Association will be paid by the members suggesting such activity, by donation, or by the
Arlington County Development Office.
ARTICLE III OFFICERS AND ELECTIONS
Section 1 The officers of the Association will be: President, Vice President/Program Director,
Secretary, and Membership Director
Section 2 Officers shall be nominated and elected by a majority of the voting members present at
the May meeting.
Section 3 Terms of office will be two years. * Officers will be limited to two consecutive two year
terms in the same office. *
Section 4 The elections of the President and the Secretary shall be held in the odd numbered
years and the election of the Vice President/Program Director and the Membership
Director shall be held in the even numbered years.*
Section 5 Any vacancy in any office will be filled by election at the next regular meeting and the
officer will serve for the balance of the unexpired term.
ARTICLE IV RESPONSIBILITIES OF OFFICERS
Section 1 The President will preside at all meetings of the Association and will represent the
Association at activities and meetings regarding civic matters.
Section 2 The Vice President/Program Director will perform the responsibilities of the President in
the absence or request of the President. This officer will choose the Association’s main
monthly topic and arrange appropriate speakers and activities.
Section 3 The Secretary will keep the minutes of the proceedings of the Association and will
provide copies of these minutes for approval at the following Association meeting. The
Secretary will keep an official copy of the Association’s Constitution and any By-Laws.
Section 4 The Membership Director will recruit new members to the Association and will maintain a
list of Association members. The Membership Director will present new members at the
Association meetings.
ARTICLE V RATIFICATION
Section 1 This constitution will be considered valid following the approval of a two-thirds majority of
voting members present at two consecutive monthly meetings.
ARTICLE VI AMENDMENTS
Section 1 This constitution may be amended at any monthly meeting by a two-thirds’ majority of
voting members present. The amendment must have been proposed at the previous
monthly meeting.

Vice President/Program Director and Membership Director for ONE year terms.

May 2000 elections of Vice President/Program Director and Membership Director for
