1. Went over the bylaw changes discussed at last meeting. Ms. Linda LeDuc proposed an amendment to the civic association bylaws. The two options for the amendment to Article III, Officers and Elections are as follows:
a. Option 1: To be eligible to be an officer of the Arlington Mill Civic Association, persons must own property and reside within the boundaries of the Arlington Mill neighborhood as specified in Article 1, Section 2. Arlington Mill renters are invited to participate in civic association committees.
b. Option 2: To be eligible to be an officer of the Arlington Mill Civic Association, persons must reside within the boundaries of the Arlington Mill neighborhood as specified in Article 1, Section 2. All residents of the Arlington Mill neighborhood are invited to participate in civic association committees.
c. Motion passed by majority voice vote to adopt bylaw revision, Option 2.
2. Parking issues in Arlington Mill were discussed.
a. Double parking causing problems.
b. Parking lines for Harrison and Eighth Road.
c. Serrano resident uses street parking and never uses his car.
3. Linda LeDuc brought up the new stop sign at the bottom of 7th street possibly causing rear-ending accidents. Ask County about “sign ahead” warning sign.
4. ArNac updates. Arlington Neighbor Advisory Committee. Infrastructure proposals for funding to improve neighborhood. Arlington Mill will receive approximately $200,000 for new street lighting. Rep from neighborhood to be considered.
5. Linda LeDuc noted that the Neighborhood Plan needs to be updated. Current version is twelve years old. EXACT UPATES TO ARRIVE BY EMAIL.
6. Guest speaker: Judy Kauer. Bridge Builders Program Presentation passed out showing program for kids after-school programs. Food pantry, citizenship classes. Greenbrier Baptist church new location. Use permit and zoning for after-school. Went over presentation with a guest speaker.
a. Linda asked about upgrades to the location. Was redone by Central Union Missions.
b. Is religious instruction part of this program. Spiritual foundation is important. Nonsecular. However generic belief in God and prayer, not sectarian.
7. Q&A/New Business:
a. Rehabilitation house for recovery and mental health; put where the old Hospital used to be. There is additional property that’s use has not yet been determined. Security about children near the facility. Glen Carlyn, Forest Glen and Arlington Mill meeting on this. No date yet for community meeting but to introduce community to meeting plan.
b. Letter of Support for the Kids program talked about in item 7. Motion made and voted on for Bridge Builders facility out of the Greenbrier Baptist Church.
